re: Cosmos 2361 or Signal 1

addition to the Parus navigation constellation which

Cosmos 2339 doesn't seem to fit in too well with the others 
with it's higher orbit and larger period and slightly different
inclination. 
Can anyone comment as to the accuracy of Cosmos 2339
being part of the Parus navigation system?
