My observations of the HE object were in 1994 and 1995.

My current "mean" RCS value for this object is 11 square meters.

But apparently Spacecom switched what was the biggest piece of
this rocket back to being the 81 53B object some time in the last
year or two. I am currently away on vacation, so I cannot check
the last 3 years of the SSR to determine more precisely when
this occurred.

At any rate, the current RCS for the 81 53B object is 8 square
meters, so it seems clear to me that the switch has occurred and
I will change the files to reflect that 81 53B is this object.
