The missing decay notices for #25499, the aux motor, have not
materialised on OIG's website.

There is, however, a further decay notice for the Orbcomm 9 rocket:

My own calculation is in good agreement, showing decay at December 28.3

Elsets for the decaying Lacrosse 2 (Titan 4) rocket (#21148 = 91- 17 B)
are now being released by OIG's server after previously being
classified. The first one became available on December 16 but they are
still issued with the header line "TITAN 4 R/B No elements available".
The latest (with my own header) is:
