Mike Juengling, N8ESK, made some excellent suggestions, thus a new version
is born.

Previously there was no way to erase an element set from the file.

Mike wanted a capability to update an existing file with elements from a
second file, if those elements were "fresher". That has been added too.

Larry Champion is receiving the error "wrong version of dll". I'm at a loss
to explain this as no one else has reported it. But, it's possible that some
DLLs Visual Basic suggests be distributed with the program (that I have been
leaving out because they "seemed" unnecessary) actually really need to be in
the distribution file. So, the "WELEMANxxx.ZIP" file has grown by about 500
KB to include these files. When the full install was only 500KB itself, it
seemed prudent to try and economize on file size. However, now that the
installation is over a MEG, I guess it won't hurt to add another 500 KB to
it. Also, these files only need to accompany the full installation not the
"WELExxxLITE.ZIP" files so standard updates won't be affected.
