Element Manager, activating all sats

I have been quieting trying out the new versions of Element Manager and
shows a lot of promise. Been poking around the setup screens trying to
figure out how to make all the sats in ALLDAT.TLE to be treated as active
sats. EM only treats about 7300 sats as being active leaving 800 as
non-active. Anyone know how to get all 8200+ sat active in EM?
