Spotted this sat pass through Cygnus while it was near perigee (190 km) on
the evening of 16-Dec-1998. Don't recall seeing a sat move this fast among
the stars. Brightness was about mag 3 with some variation. Quicksat showed
a uncertainty of 2.5 mins with the age of the elset I initially used. Just
minutes before its arrival got the following elset from OIG to firm up the
time. Don't own a stopwatch, but seemed to arrive on schedule.
