Decay watch: Telstar 401 Centaur r

OIG has published a decay notice for the Telstar 401 Centaur rocket,
predicting its decay on December 17 at 10:53 UTC +-2 days. Though this
is the date I forecast in the SatEvo decay list I issued on December 1,
more recent SatEvo analyses have been suggesting a slightly later decay,
currently for December 18.3 +-0.9 day.
