Here's my understanding of the reluctance to furnish elements for
everything in orbit. I can understand wanting to protect classified 
sats, but the policy really does not make sense to me.

USAF reasoning goes something
like this: If I tell you where all the unclassified objects are and you
then see something that can't be correlated with these, then by a process
of elimination, it must be a classified payload.
