This shows it is in the same orbit plane as the oldest 
operational EORSAT :

Although the difference in MM is (was?) reducing the separation of
the satellites by about 30 seconds per day, it is now passing 30 minutes
after C*2313 (7.5 degrees to the west w.r.t. Earth's surface),
which is the normal operating time difference.

This may indicate that it will be adjusted to stay at a fixed distance
from C*2313 and operate with it, not replace it.

The third EORSAT, Cosmos 2326, is in an orbit plane 72 degrees east
of the pair, passing a given latitude 30 minutes before Cosmos 2313.

A note to Patrick Wiggins' request for bright satellites:

Although you should add this new Cosmos to my list of reliable
bright objects, I do not favour the use of lists at all.

Because of changing distances and observer-satellite-sun geometries,
you should use a program like QuickSat or SkyMap, that allow you
to select passes based on an 'intrinsic magnitude' file and actual
conditions.

If the EORSAT pair is passing too early in the afternoon now,
at your latitude, you will soon have them visible in the evenings,
on the southbound pass.
