 Standard magnitudes for Tsyklon upper stages
 --------------------------------------------

 From Russell's observations (1980 Jan 01 to 1995 Nov 30) I have derived
 standard magnitudes (1000 km, 90 deg) for 18 Tsyklon (F2/SL-14) upper
 stages. There are 105 SL-14 upper stages in the satellite situation report
 for 1995 August. I have chosen all SL-14's with 20 or more observations
 (in pairs and marked "S" = steady) by Russell.
