Hi, John!

There was a site "Satellite Orbit Determination" by Scott Campbell on the web with programs you are looking for, but now there's only its mirror on Belarusian site. Some images/movies are lost, but it seems that archives with programs are OK:

You need SATFIT to update an orbit and ELFIND to generate TLE for a UNID. 
There are some utilities to prepare and manage raw data and TLEs too.
