Juha,

Visual SAT-Flare Tracker 3D can be also used to generate IOD reports 
graphically.
You have just to define the accuracy circle and click on the related sky area. 
The 
software can be downloaded from this link:

http://www.satflare.com/download.asp

You can find detailed instructions on the IOD generation in the program help,
(menu Propagation, Observations)
