Hi Wes This would be either Yaogan 9 or Yaogan 16. Chinese NOSS triplets, all US triplets are no longer in formation. They're in a fairly high LEO orbit hence why they moved slower than the ISS. Use Heavensat and download the latest Space Track TLEs to confirm which one you saw. BTW - I imaged Yaogan 9 just last night.
