Updated USA 245 elements and KH lifetime table

    I derived the following TLE from timed positions reported by Cees Bassa, Russell Eberst and Mike Waterman:

    These elements follow the spacecraft's first orbit manoeuvre, which occurred on Aug 30 near the perigee passage of
    09:15:27 UTC. I included a synthetic observation at that time, computed from the pre-manoeuvre orbit. I held the
    inclination and rate of decay fixed at their pre-manoeuvre values.
