    Patrick, your UNID of 2010 Aug 14 and Aug 20 UTC is the rocket body of the IGS 4 launch, which
    happen to be the first observations reported this summer. Here are approximate elements that are in
    reasonable agreement with your observations:

    Predictions tonight should be accurate to within a minute or so in time.
    
    It occurs to me that I omitted this object in my reply to your query the other day about missing
    satellites; it seems I focused only on payloads, and forgot about this one. Anyway, it is great that
    you spotted the object and made accurate observations.
