    It appears from output from AllCola.exe using closest elsets that ISS
    had its apogee LOWERED by ~3.4 km around  8/27/2008 16:18  UTC
    and that #33246 C.2421 DEB otherwise could have passed ~2 km from, but only 
    400m above ISS, at 8/27/2008 18:12:48.
    
    Usually avoidance maneuvres are made earlier - not 2h ahead of time - which 
    makes them smaller!
    
    The pass occurred over central Brazil, and the maneuvre over Canada near 
    long. 102W
    Both locations had daytime.
