    If you look at the geography and the location of the launch site, I
    suspect the Russell was in the southern part of the Persian Gulf and
    saw the Safir as it rose above the horizon somewhat after launch. It
    also seems possible that the Iranians launched toward the Arabian Sea,
    perhaps to avoid overflying neighbors. In which case, the range of
    launch azimuths from the site at 35.234 N, 53.921 E is quite
    constrained, between Cape Whatitsname (Sur?) on the east coast of Oman
    and the Iranian-Pakistani border.
