ICO F2 arrived early, and gave 2 bright flashes

    While seeing what was passing by, I noticed ICO F2 ( 26857 ).

    So I aimed where it was to pass. It arrived roughly 18 seconds early, then it's lastest tle would give for it. The lastest tle has an epoch of July 31. 
    
    It also gave 2 bright flashes.
    
    One flash occured around 7:03:39 UTC ( Aug 1 ) at around
    
    21 h 39 m R.A
    -10 deg 38 min Dec
    
    I am sure last time, it appeared steady, when I observed it. Don't remember when.
    
    So looks like it's no longer used, ie it's attitude is no longer stable. 
    
    Captured on video. The sky was hazy, so no good view of the stars.
