    From time to time, Spacecom will switch tles.  Object 09040 was the largest
    piece of debris.  On May 7/8, 2004, Spacecom switched the tles for 09040 with
    the tles for 07616, 1975-004B.  So now 09040 is a tiny piece of debris and
    07616 is the largest piece of debris.  So 07616 now matches what we have seen
    as a fairly bright object in the past.
