    The geomagnetic storm of Aug 24 has caused USA 129's rate of decay to more than

    Due to the shortness of the arc, I found it necessary to fix the inclination and
    argument of perigee, consistent with recent elements. Without this measure, the
    perigee distance would have suddenly increased several km above the well
    established range, which seems unlikely.
