    De-classification not in the sense of top-secret or
    military classification.  There are hundreds of
    objects that USSPACECOM has in their database that
    isn't release to OIG or other means.  There are
    hundreds of decayed objects or objects that were
    tracked but lost at one point or another.  These
    objects are classified as "non-distributed" as the
    data didn't meet a certin degree of accrucy.  Once the
    data has been confirmed as decayed or what ever for
    the object, it will be de-classified and released to
    OIG.
    
    I can remember when I used to get the old paper
    reports (Satellite Situation Reports) mailed out there
    were lots of old Gemini, Apollo and Skylab objects
    that were reported decayed some 10 to 20 years later. 
    I have seen decayed items disappear from the list for
    months and then reappear with a new decay date or just
    had the dates change, which then would have been
    re-reported as new by the reporting software.  Which
    very well could have happened here.
