    Looking at my post, I realized that I implied the DOD has "repeatedly affirmed" that see-sat is not a security concern.  The affirmation concerned the public availability of the TLEs, and by implication but not specifically, the use of this information by public citizens to track satellites.  See for example, Government Accountability Office report GAO-02-402RNI.
