    I'm somewhat rusty with PPAS timing.
    minor discrepancy with Ed & Don ~ 0.02 s (?)
    I forgot: the date is the UT date, ok
    and the time is...?  the start time or the end time?
    does it matter?  one PPAS format file I have says
    merely the "time of the observation in the format hh:mm:ss.t"
    I forgot the convention re this.  
    it was at my 191 az so I should have a view for a little while.
    also, I forgot, does it flash all night?  or have specific
    (shifting) starting time one day to the next.
