    Last night Raduga 33 did five or six one-power flashes,
    with at least four as bright as +1 magnitude, 5:02:08.9
    to 5:04:30.3 August 18 UTC. That last one was about +2.5.

    I found Gorizont 23 (21533, 91-046A) flashing up to +5;
    here's a PPAS report:

    91- 46 A 03-08-18 04:40:08.9 EC  931.6 0.2  16 58.23  +5->inv

    Location was BCRC, 30.315N, 97.866W, 280m.
