How are zillions of TLEs produced?

    This is a question that may be best answered by directing me to a website.
(1) I am wondering how TLEs are produced so frequently for what seems to be
an innumerable number of objects orbiting the earth.  Is it an automatic
process one by telescopes and computers somewhere?
(2)Who does it?
