    I don't know how accurate the measurements need to be but I have used a
    homemade clinometer to estimate altitude and a compass that cost less than
    10 dollars at a discount store. In the store I checked about 5 compasses by
    setting them down on a box away from the metal shelves and chose one of the
    group that read just like the others.
    
    I searched for "homemade clinometer" on the web and found a number of sites.
