I think that the Chinese are killing two birds with one stone regarding
the deployment of the tracking fleet.

Later this month we have the launch announced for the new FY-1 to SSO with
the first HY oceanographic satellite hitching a ride.

Some ships would need to be deployed for that flight so I would guess that
the same tour of duty will also cover SZ 3 - but whether that will come
before or after the FY-1 launch is anyone's guess at present.
