One assumes that Russia, like the US, issues ILAMs.  It would certainly be
interesting to discover how these unclassified but hard-to-find messages are
disseminated,  the object being to make them more regularly available here.

Perhaps Jonathan McDowell (copied on this message, just in case he's too
busy with Chandra to keep up with SeeSat-L) could provide some insights, as
he's written on related topics.
