Updated Lacrosse 4 elements - after 2nd manoeuvre

    The following elements reflect the second orbit-circularization manoeuvre, on
    2000 Aug 21 at about 09:00 UTC:
    
    Lacrosse 4      18.0  4.5  0.0  3.6 v

    They were derived using observations by myself and Paul Gabriel, from 21 to 22
    August UTC.
    
    My points of this morning are:

    26473 00 047A   2701 F 20000822092450700 17 25 0559320-011764 18 S
    
    I allowed Elcor to update all but the inclination and the rate of decay. Mean
    residuals are about 1 arc min.
    
    Barring any further manoeuvres, this should be reasonably close to the final
    orbit. Additional observations are required to produce definitive elements.
