Last Sunday evening at 01:17:52 UTC, 21 August I observed a flashing UNID just above zeta-Cyg. It was probably no dimmer than 7.5 mag. DMSP F11 DEB was the only good match. I did not find any observations for this in the recent PPAS database. Since there were 5 launches between the cataloguing of the payload and this object I am assuming that it is not some kind of protective cover like 99067B and 99067C. Any ideas on what it is?
