    I have updated the following elements, using observations by myself, David
    Brierley, Russell Eberst, Paul Gabriel, and Jim Nix from 11 to 16 Aug UTC:

    Mean residuals of both element sets are about 1 arc min.
    
    Thanks to David Brierley's helpful e-mail comments, I have concluded that my
    96072A points of 13 Aug do not have a significant timing error, and have
    re-instated them in the analysis.
    
    Russell's new 95066A points lead me to conclude that there was no recent
    manoeuvre.
