The mission patch depicts a couple of quasi 60 degree inclination orbital
planes at slightly different inclinations, ala Lacrosse 2's 68 deg inclination,
and Lacrosse 3's 57 deg inclination:
One possible interpretation is that NRO intends to operate one spacecraft in
both inclinations, contrary to my prediction that they would operate two 57 deg
sats. I'm sticking with my prediction.
