Full details of the RGO or OTWG format that some observers use are 
available from me or Dave Brierley.
The descriptive header is not actually part of the official format.
On the particular queries, 
   Column C defines the RA & Dec format: 
        2 means that RA is HHMMmm  or HH hours & MM.mm minutes 
                and Dec is xDDMMm  where x=sign , DD degrees MM.m minutes.
        3 means that RA is HHMMmm  or HH hours & MM.mm minutes 
                and Dec is xDDdd where x=sign , DD.dd degrees.
   Column E defines Epoch: 4=1950 5=2000
