decay? Newly released elset

    With regard to #15786 = Elektron 1 deb, which OIG is reporting as 
    "Decayed: 1990/01/03"...
    
    OIG is updating elsets for several objects that are also erroneously
    flagged as "Decayed"; it appears that once an object is assigned such a
    flag, there is no sensible mechanism for removing it if/when it is found
    to be still in orbit. In the case of #15786, the first elset of the
    "modern era" was given the elset number 1 and appeared on June 4 this
    year:

    The latest elset reads:

    It is one of my SatEvo Decay List objects, with my current estimate for
