With regard to #15786 = Elektron 1 deb, which OIG is reporting as "Decayed: 1990/01/03"... OIG is updating elsets for several objects that are also erroneously flagged as "Decayed"; it appears that once an object is assigned such a flag, there is no sensible mechanism for removing it if/when it is found to be still in orbit.
