Heads up-Milstar 3 & its rocket

Felloe Seesaters,
I have observed and reported observations of Milstar3 rocket
(#25575 99 23B) last 2 nights. Its only 30-40 seconds late on
elements epoch 99174. I have looked for and NOT seen
the associated payload. This is probably because at 4,500Km
or greater range its rather faint for 7x50 binocs from a
suburban situation. The elements are rather old ( 99185 )
which doesnt give much faith in the predictions. As far as i am
concerned its too faint to do a full scale search before and
after the predicted time. 

However both 99 23 objects are currently morning objects
in Southern US and similar latitudes, and at near perigee
heights ( ranges < 1000 Miles) so both should be bright.
