I did a little checking and the SL-16 has a catalog numer of #25861, so it
is the Okean-O rocket.

Okean-O r 10.4 3.9 0.0 3.9 v 21
1 25861U 99039B 99225.18130658 +.00000546 +00000-0 +92766-4 0 00171
2 25861 098.0466 281.8908 0016229 263.3258 096.6095 14.73017973003978

It is in the molczan file.
