Determining orbits from a single location?

What is necessary to determine an orbit of a single satellite? In particular,
is the following enough:
- multiple observations of different passes from a single observation site
- exact knowledge of the position of the observation site (to GPS accuracy,
  that is 150m)
- knowledge of the current time (say 1/10th of a second)
- knowledge of mechanics, how much advanced knowledge of orbital dynamics is
  necessary?

I am playing with the idea of building some soft-/hardware combination that
would allow for automatic orbit determination using multiple observations
with a small telescope and a CCD camera.

Is that feasible?
