Thanks to the alert by Rob Matson, I was able to time flashes from Gorizont
23 (91-46A, 21533) tonight. First picked it up about 0400 UT (didn't look
before that). Timed 20 flash periods using 10 x 50 binoculars measured at
16:56.39 (1016.39 seconds) average ~50.82 secs. Later, using a 3.5"
telescope, timed 20 more flash periods measured at 16:56.47 (1016.47
seconds) average again ~50.82 secs.

Some of the flashes seemed to last nearly 0.2 seconds or longer (somewhat
like mini-flares). Much different than the sharp, quick flashes of
SuperBird-A.
