I used 19 SEP instead of 19 AUG originally.

The Long March launch should be visible on the first orbit along the 
western edge of South America then the US eastern seaboard.  Subsequent
passes are visible further west in the US.

The Delta launch should pass overhead about 10 degrees east of Moscow.
It exits earth shadow at around 50 degrees N latitude.

There may be a chance to see rocket ventings again but I am not certain
of the timings for such events.
