Bright "unknown" ID requested

I saw a bright, steady satellite last night that was not IDed with
Skymap using McCants latest el-set CS980730.  Ran Allsat search +/- 8
minutes from observed time and NOTHING.  BRIGHT, First to second Mag.,
steady, (not tumbling).  I'm fairly experienced observer and was
surprised this wasn't identified.  If someone can help with the ID, I'd
appreciate it.

Location:  Campbell, CA   N37.262 W121.977 Alt 72M
Time/Sky location: Aug 3rd  	21:50:30pm PDT (-7UT)  very close to Alpha
Hercules. (4h50m30sUT, Aug 4)
			21:51:??PM PDT,  right through center of Lyra quadrangle.

Moving SW to NE.  Reached Max. altutide approx 80 degrees, Az 120.
Orbital inclination (guess) about 75 - 80 degrees.  Apparent speed
indicated low altitude (but not re-entry MM!)
