ACE launch info - possible burn sightings

Here's what I've got from the Delta II launch team's writeup.  The
launch window (August 24) is 25 minutes long starting at 10:41 EDT.
Flight azimuth: 95 deg
Parking orbit altitude: 185 km at SECO 1
SECO 1: L + 453.8 seconds, vel = 7793 mps, 28.7 deg orbit
SE restart: L + 3552.1 sec, vel = 7806 mps, alt = 177.2 km
SECO 2: L + 3802.7 sec, vel = 10954 mps, 177 km x 1,367,769 km orbit
	(which gets us out to L1)
Spacecraft separation: L + 4133.0 sec

Positions are as follows:

SECO 1: 57 deg W, 23 deg N
SECO 2: 155 deg E, 11 deg S

It appears that the burn MAY be visible from Australia.  I am not sure 
I will be able to accurately derive an element set from the data
contained here.  It is night during the burn in Australia.

Note that the launch time is 14:41 UT on 24 Aug.
