Using the elsets in Jeff Hunt's reply, the minimum separation is
3.1 km on 8/12/1997 0:40:30.3 UTC with #14694
If that is the time, both elsets are too recent.
When CRISTA-SSPAS' is replaced with
CRISTA-SPAS
