Using the elsets in Jeff Hunt's reply, the minimum separation is
3.1 km on 8/12/1997 0:40:30.3 UTC with #14694

If that is the time, both elsets are too recent.
When CRISTA-SSPAS' is replaced with
CRISTA-SPAS
1 24890U 97039B 97224.12583218 .00032248 43500-8 87154-4 0 130
2 24890 56.9920 55.6842 0007772 290.4567 58.6074 15.93614600 726
separation becomes 2.5 km, and with #14694 also replaced:
PAM-D r/b 958 x 294 km Element set number = 3
1 14694U 84011F 97224.00852238 +.00011498 -57815-5 +14500-3 0 07008

Rob Matson's COLA gives:

Date UTC Time Norad Name Range(km) NdAng EphAge
 8/12/1997 0:40:30.3 14694 PAM-D r/b 958 x 294 km 1.5 96.3 +0.02
