Stellafane/NOSS section in SeeSat-L FAQ

Judging from the traffic here and in my private e-mail, there seems to be 
a need for a Stellafane/NOSS section in the FAQ.  As a first 
approximation, the appendix is my response to some messages asking me to 
investigate.  Can a FAQ section provide annual updates of "predictions"?

I haven't done any investigation, but ... 
 
With the apparently successful third deployment beginning May 12th, 
followed step-by-step as it progressed by a number of SeeSat-L 
subscribers, there are now 3 bright flying triangles.  They are said to do 
real-time interferometry, informing friendly forces of the position and 
velocity vectors of signal emitters; NOSS stands for something like Naval 
Ocean Signal Surveilance Satellite System. 
 
The appendix contains elsets for the 3 triangles and also the new tether, 
from Ted Molczan's latest file.  All of these are fine binocular objects. 
Occasionally some NOSS sats are brighter than usual.  This may be due to 
solar sailing to maintain configuration.  Numerous SeeSat-L subcribers 
would be interested in any detailed OBS you might make of this phenomenon, 
or any other poorly understood or unusual phenomena. 
 
See SeeSat-L (there are about 3200 messages archived, with a search 
facility; though you might prefer AltaVista for some purposes) for 
details, including a de facto invitation to report orientation OBS of the
