this web page has some info on Teledesic:

http://leonardo.jpl.nasa.gov/msl/QuickLooks/teledesicQL.html

840 satellites at 700 km circular orbit, inc = 98.2 degrees.

21 orbit planes of 40 satellites each.

Obviously will be several satellite within range at any moment
but not likely visible during the day.

Personal opinion is that this project will never fly, partly
because it will require over 100 launches.
