New Little Program

For those of you who submit flash period timings in PPAS format, I have
written a small utility program called PPAS Input for Windows. The purpose
of it is to make it fast and easy to convert observations into the standard
PPAS format. It's 16 bit, for Windows 3.1 and up.

The program

  - calculates the flash period
  - rounds off the flash period to the appropriate number of digits
based on the observer's reported precision
  - has 'speed buttons' to allow rapid entry of common PPAS abbreviations

I wrote this program because I've always found converting stopwatch
readings, figuring the flash period, and composing the data into PPAS format
to be slightly tedious. I think this program makes writing up PPAS files
a little more fun.
