Decay of #23685 (Luch 1 SL12 aux)

The two latest OIG elsets for this object are:

The former has an anomalously low ndot and would imply decay on August
3. Although the latter has an incorrect rev number, it is otherwise more
realistic and shows the object running 6 mins early with respect to the
predicted elsets I posted yesterday.

My latest calculations suggest decay at August 2.2 and yields the
following predicted elsets:
