Negative obs of Luch Rkt (#11285)

Used Alan Pickup's elements to try to see this object
during final rev or so and could not see it.  Started
looking about 4 minutes early. Conditions were marginal
with predicted pass at about 4-6 degrees elevation in 
the northwest (towards sun).  4th magnitude star was 
visible along the path but it was marginal as well.

Time of attempted obs was 3:54 UT 1 Aug 96.

Alan:  Thanks for the SatEVO elements. Will try again
with another decaying opbject under better conditions.
