It's perhaps interesting to note that with the argument of perigee at 180 degrees, USA 327 will make use of the eccentricity perturbations to increase its orbital life time, as the 3rd generation NOSS pairs have done and as you noted back in 2015 (http://www.satobs.org/seesat/Jul-2015/0149.html).
