USA 314: post-manoeuvre search elements

David Brierley observed USA 314 on 2021 Apr 29 at 00:35 UTC, running about 65 s late. This indicates
that it manoeuvred sometime on Apr 28 UTC.

David observed near perigee, yet the track was considerably off, even after allowing for Earth
rotation. This indicates that the manoeuvre most likely occurred closer to apogee.

I have derived a set of search TLEs from the following pre-manoeuvre elements:

The search elements assume a perigee-raising manoeuvre at apogee. The analysis is based on David's
observations, and a synthetic observation at the time of manoeuvre, derived from the pre-manoeuvre
elements.

The manoeuvre time on Apr 28 UTC, is stated on line one.

The 78702 TLE seems most likely, based on residuals, but it would be prudent to begin with the
78701 TLE, which passes earlier.
