Starlink: spurious TLEs

I ran across TLEs in my Space Track all data files with mean motion ~10 rev/d for the following satellites:

                Epoch
45387 20019AD  20108.25
45411 20019BD  20108.25 
45370 20019L   20109.25

Earlier and later TLEs appeared to be accurate.
